Am able to download both alsadebs.dsl and alsa.dsl without any issues. Are you sure you have enough disk space? Perhaps try another mirror? Or are you attempting to download something different?

wget -c http://site.com/to/my/file
The -c switch will allow you to continue until it is complete.
