I have the same problems, and the only thing I can do for you is to make alt-gr work. My accents still don't work, but I'm working on it.
The first thing I will tell you is that you need to install DSL in a hard drive. If you can't do that, then I'm afraid this solution will not work. This is because you need to install the locales and danm! they don't work when the system is on ram. The second need is to have an internet connection up and running. Cable or better preferred, modem will work but will be slow. You also need to be working as root, so be careful. Do a sudo su outside X to do this procedure.
So, after you install DSL and connect to the net, you need to upgrade the APT to get the locales. You can do this downloading dpkg.tar.gz from the DSL website, (the procedure is described on the FAQ) or simply use: dpkg-restore to download them and make the installation. Then, you can do an apt-get update to obtain the list of packages, but I'm afraif that they will not work the way we need. So I use dselect to modify the access to the APT donwload sites. Select Access, APT, and overwrite the standard file. I use the following sites: http://http.us.debian.org/debian http://ftp.es.debian.org/debian and use the unstable branch to get main, contrib and non-free files. Save the changes, update (you can do it inside dselect) and quit. Now, you need to install the locales. Simply type apt-get install locales and APT will do the job for you. After the download, APT will ask you for the locales you want to use. I selected es_Es and es_MX because I need to work in spanish keyboard on Mexico. I could just remain with es_MX but I wanted to be sure that my keyboard will work ad I expected. APT will generate the appropiate locales and install them. Then you just need to do a loadkeys es (or your keyboard map) and ready! you can type in the console and check the map distribution. logout from root (simply type logout) to become a normal user) and start X Window. When you get back to X (using startx), the keys will work just as on the console. If you like the distribution, then modify the file .bash_profile on /home/damnsmall and add loadkeys es (or your two letter country code) at the end of the file, before startx, of course, and ready! I hope this works for you. I have problems with my accented characters, and I don't know why, but on other installations my accents work and my alt/gr don't, so give it a try. You don't loose anything except 5 minutes and a bit of space on your hard drive.
