The mydsl system is made for user dsl, which means that's the only user that automatically gets mydsl menu and icons added automatically. IceWM is a window manager, and so it probably doesn't have a menu item for anyone (unless it runs a script to set up your system to use it?).
In order to use it as root, you'll probably need to create a file called /root/.xinitrc and add icewm to that. However, I recommend that you reconsider the use of a gui as root. For one, it's a lot easier to destroy your system with a point-and-click environment than with a console. Also, I hear it's less secure...though i don't have any facts to back that up. Third, there is no benefit to it...in DSL anything you can do logged in as root can be done with sudo, and you lose some of the features that were designed for dsl.
