Does this mean that any ralink chipset pcmcia cards will 'just work' with WPA in DSL. Does it just work in DSL without wpa_supplicant? Are they the best choice for (almost guaranteed) working WPA?

If that is true then this web page would be useful for anyone wanting to buy a card for DSL and wants to use it with WPA.

Maybe they do, search the rt* drivers/chipsets, but I know the rt2500 driver has problems for smp kernels.
